If you go up the stairs next to Yeongchunheon House in Changgyeonggung Palace, you will find Jagyeongjeon Hall. It was a place where Lady Hyegyeong of Hong clan, the mother of King Jeongjo, lived. During the Japanese invasion of Korea, it was used as the site of the Imperial Museum.

There was a staircase built to reach the Imperial Museum. Walking on the right path from Jagyeongjeon Hall, there is a flag on the corner. It is put on top of the wind streamer pedestals, called “Punggidae”, that were used to measure the strength and direction of the wind during the Joseon Dynasty.

The wind streamer pedestal was originally located in Changdeokgung Palace. It was later moved to Changgyeonggung Palace during the Japanese invasion to continue to serve its role. It is seated on an octagonal granite pillar engraved with clouds. At the center of the top, there is a hole for inserting the flagpole, while on the side of the pillar, there is a drainage hole.

It was important to forecast or identify the correct weather information in the Joseon Dynasty. The country's agricultural sector was highly dependent on favorable weather conditions. If a strong wind blows, all the rice crops will fall down before they are harvested. Also, most of the people lived in thatched-roofed houses at that time. The wind might blow the roofs away, and people would have to rebuild their homes. In contrast, fishermen and ferrymen were unable to launch their boats when there was little or no wind. As a result, knowing how to read the wind direction and strength was crucial in the past.
